Britain to fight litter with cameras and speakers

The PETrecycling.cz assessment based on R&D up-to-day results is, that it should be made clear, that all beverage containers, e.g. PET bottles, ALU cans and glass bottles, that are commercially imported into Czech Republic or sold here should be included in return systems with deposits - to encourage the consumers to take the bottles back

The British government has decided to fight litter with a combination of surveillance cameras and speakers.


Already, the country has four million Closed Circuit Television (CCTV) cameras in use on public streets to prevent crime and promote public safety. The addition of speakers will enable the CCTV observers to “speak out” directly to the public in the event they see someone littering.

The innovative concept has already been tried in Middlesbrough earlier this year, proving to be an immediate success. The CCTV/speaker combo system has been credited with the break up of fights, the picking up of litter and the cessation of skateboarders rolling through traffic – all at the behest of the camera-borne voice.

"CCTV cameras already go a long way in helping make our streets safer," says John Reid, The Home Secretary. “Talking CCTV is another tool in creating safer communities. We know from Middlebrough’s example that this works.”

Jack Bonnar, Middlesbrough Council’s Physical Security Manager, concurs. “At the bottom end of the scale, we use the talking CCTV for littering offences, for which it’s proven to be absolutely a 100 per cent success,” he says. “Middlesbrough’s cleanliness has improved dramatically since the speakers were installed. As you move up the scale a bit on public order offences – like drunkenness or fighting – we’re proving the speaking are coming into their own, and were recording about 65 to 70 per cent success rte for those kinds of offences.”

Based on the Middlesbrough experience, 20 communities throughout the country have submitted proposals to create their own CCTV/speaker combos. The systems will roll out later this year in Darlington, Salford, Blackpool, Coventry, Northampton, Derby, Harlow and in the London boroughs of Southwark, Barking and Dagenham.
