Czech opinion divided over container deposits?

The PETrecycling.cz assessment based on R&D up-to-day results is, that it should be made clear, that all beverage containers, e.g. PET bottles, ALU cans and glass bottles, that are commercially imported into Czech Republic or sold here should be included in return systems with deposits - to encourage the consumers to take the bottles back

The Czech government’s decision to follow other Central European countries, including Hungary, Slovakia and Poland, in introducing a deposit scheme on PET beverage bottles and cans is facing opposition from local authorities.

Local authorities fear the plans, announced in October by Czech environment minister Martin Bursik, will see them  lose a large part of their income from the sale of packaging waste to recyclers

The local authorities point to statistics from the Czech waste organisation AOS EKO-KOM, a.s., which show the country is already a European leader in recovery and recycling of plastics waste; last year more than 50% of discarded PET bottles were recycled (?).

“Today, 98% of the population have a chance to recycle, and 70% actually participate,” said Prague-based EKO-KOM’s spokeswoman Sarka Novakova.

(?) European leader in recovery and recycling of PET bottles is till this time Swiss!!

I have to use this quotation: "Influential lobbyists, hired out by powerful special interests, work behind closed doors to push through measures that is not only environmentally bad. This is an anti-consumer measure."

Why?

  1. They are many countries all over the world with deposit systems. We have chance to lower greenhouse gas emissions and boost recycling! See Container Recycling Institute > Bottle Bill Resource Guide > esp. in Current & Proposed Laws.

  2. Post consumers beverage container (PET bottles, cans, glass bottles) could NOT be marked with attributes WASTE. This improper use is absolutely wrong and extra counter-productive - see first salvage attempt in EU: COM (2007) 0059.

  3. Beverage containers are paid by consumers in total price of beverages - consequently are property of customers.

  4. Contemporary methods for collection of post consumers beverage containers are totally obsolete - they come from the eighties of past century and more than that...

  5. ...they are absolutely NOT INCENTIVE for consumers (e.g. 5/10 cents deposits in US/Australia, etc.).
