The bill has been defeated in the Senate in past years, but this year was expected to be different, with Democratic Majority Leader Malcolm Smith coming out in favor of the measure. The measure would update the bottle bill to reflect current reality; when the bill was initially passed, the concept of buying bottled water was in its infancy. The new bill would directly help the environment while directing more than $100 million in new revenue from unclaimed deposits to the Environmental Protection Fund. Senators should think twice about standing in the way of the common-sense expansion of one of the state's most successful environmental programs.
