EUPR Working group PET and their associated members have expressed their extreme concern to the German Ministry of Environment to the legal status and responsibility of the Germany postconsumer PET bottles which are currently exported to China. This prohibits the local recycling industry to prove the closed loop potential among others. Many sea containers of PET bottles are now blocked in the main ports of China. This has happened in the past with other German plastic exports. EUPR understands that the importation of postconsumer plastic waste into the Mainland China is subject to strict regulation, including but not limited to that the plastic waste must be pre-treated into flakes and free from contamination. At present, certificates of conformity covering the total traceability from Germany to the Chinese recycling facility often neglect to confirm this important legal point. The majority of current imports of PET bottles into China from Europe are not in this pre-treated form. EUPR claims that a proven grinding or shredding step needs to be part of a valid certification if these bottles should be recycled in China. If current exports are not controlled on this legal requirement, then European PET recycling activities, which must operate under very demanding European environmental standards, will continue to be severely disadvantaged compared to recycling facilities in China. EuPR members currently purchase full bottles as input since complete traceability then remains transparent and simple. Grinding and shredding at source will significantly reduce the traceability of any collected material and the subsequent traceability of any contamination present. EuPR confirms its support for maintaining the collection infrastructure based whole bottles pressed into bales. Grinding should only take place at the final recycling facility and not at source to preserve its value and traceability. EuPR and specifically its PET Working Group are active in channelling information in co-operation with industry in order to create sustainable applications.
