"Everybody around the state got slammed with volume," said John Andersen, president of the Oregon Beverage Recycling Cooperative. "I know it was frustrating for many consumers." Oregon's long run of storms kept many people from bringing in returns before last weekend, so the traditionally heavy count of holiday beverage bottles stacked up until the weather broke on Saturday, Andersen said. Adding to returns: Consumers were able to exchange plastic water bottles for a nickel deposit for the first time. And the law also changed so most big stores had to accept competitors' containers, meaning some grocery stores had even longer lines and wait times. "We were getting water bottles back, but the biggest issue was just that pent up number of containers people couldn't get out and return like they normally do," said Andersen, whose group handles most of Oregon's Bottle Bill returns.
