DG PETCORE Frank Koelewijn: "I am concerned with the haste with which legislators in candidate countries scramble to impose laws just to meet EU requirements. They risk making costly mistakes. Instead, they should request fast moving consumer goods manufacturers to come up with a sound business plan for the collection of recyclable household waste such, that it meets local economic, social and cultural needs. It is so much easier to do things right in the first place, instead of having to repair a dysfunctional collection system."

A consortium of suppliers in Germany, including security printers, has now reached an agreement to establish
a nationwide system aimed at recognising eligible containers and avoiding abuse of the system by multiple deposit claims.

The system is based on the use of a complex security ink which can be automatically recognised, and which can be deactivated once the container has been accepted for return.

The technology will be made available to all beverage companies, and covers application, recognition and deactivation of the 5mm x 5mm symbol on the container. It will be suitable for large scale automation as well as for small to medium sized container return points. When the symbol is deactivated the colour of the ink changes and is even recognisable with the naked eye or with a small hand held scanner.

The system is scheduled to come into operation from October (2003) this year.
