My closing statement read: "There is only one real effective and incentive method to encourage environmentally sound collecting of beverage one-way containers and it is deposit in combination with High-Tech R&D resulted Reverse Vending Machines!"

On January 1st, 2003 the long-heralded obligatory deposit system on single-trip beverage containers came into force in Germany, giving retailers, waste disposal organisations and recycling companies something of a headache.

 

To address some of the problems Ascon, the Bonn based consultants specialising in waste recovery and recycling, held a seminar where interested parties could discuss the best way to handle the huge increase in returned containers.

The opening remarks by Sascha Schuh, head of Ascon, pointed out that the deposit law was now fact, and that they had gathered to seek solutions, not to discuss the rights and wrongs of the legislation.

A surprising and unexpected repercussion is the fact that, since the introduction of the deposit law, the amount of PET being recycled in modern German facilities has fallen dramatically.

This is claimed to be largely due to the huge and sudden increase in exports of post consumer PET bales to the Far East. According to Ascon two thirds of the demand in Germany for this material now comes from the Far East, whereas last year the demand was exclusively from Europe.

The collection systems for beverage containers being operated by the distribution trade are resulting in a much lower quality of post consumer PET. Glass.

PET, aluminium and steel are frequently all collected together, thus calling for more intensive sorting prior to recycling.

The situation is aggravated by the fact that the distribution trade is offering reclamation companies only short term contracts, which give them no incentive to invest in suitable plant and equipment to sort the mixed materials.
