Finland gets ready for new deposit system

The PETrecycling.cz assessment based on R&D up-to-day results is, that it should be made clear, that all beverage containers, e.g. PET bottles, ALU cans and glass bottles, that are commercially imported into Czech Republic or sold here should be included in return systems with deposits as in Germany - to encourage the consumers to take the bottles back

New system for handling non-refillable PET beverage containers goes into effect January 1, 2008.


Finland: One of the world’s most effective beverage container recyclers Finland has a long history of recycling beverage containers, dating back to the origins of the Finnish alcohol monopoly at the beginning of the 1900s. Refillable containers are still the most prevalent container type in Finland, and the return rate for these containers is about 98%.

Due to the variety of container types on the Finnish market, the technical requirements for administrating the return system are complex. There are for example four different deposit administration organizations that handle the different container types: Suomen Palautuspakkaus (PALPA) administers the deposit system for non-refillable beverage containers made of aluminum and plastic. Palpa is owned jointly by representatives of the beverage manufacturing and retail industries. The Ekopullo Association administers the use and recycling of refillable beer and soft drink bottles in Finland.

The operation began in September 2004. Membership of the Association is open to all organizations manufacturing brewing products and soft drinks in Finland. A-Pullo runs the deposit system for refillable glass bottles for alcoholic beverages. The state- owned retail monopoly for alcoholic beverages, Alko, is responsible for administering the deposit system for non-refillable glass bottles.

Every producer or firm with a turnover of EUR 1 million or more  that places packaging on the Finnish market is obligated to attend to the recovery of its product packaging. By contracting with the Finnish packaging producer association, The Environmental Register of Packaging Ltd. (PYR), a producer can transfer this obligation to PYR.

With the implementation of the new system, all beverage container types sold in Finland will now fall under some type of deposit- based return system.

Also beginning in 2008 the environmental tax previously levied non-refillable containers (.085 euro per liter) will be abolished. All beverage packaging will therefore be on equal footing, provided they belong to an accredited system for recycling in Finland. Otherwise a tax of .51 euro will be levied on the beverage package. The new system will be administered by Palpa Ltd., the organization that has run the deposit system for cans in Finland since 1996. Palpa has not required stores to acquire new container recognition technology, the identification of PET containers will be based on the product barcode just as it is done with cans.

Refunds will only be paid therefore if the container has a valid barcode on it. Compaction systems are also not required, but are recommended in order to save on material handling and transportation costs. Tomra Finland has been working hard over the past year to help its customers get prepared for the start of the new system. According to Tomra Finland Operation Manager Anu Sillanpää, "the last few months have been extremely busy. We are experiencing very high interest from our customers in getting new equipment in time for the launch, particularly with regard to compactors. No one knows how fast the one-way PET containers will gain market share, but judging from investment levels it would appear that a strong growth pattern is expected. I am confident that those who have installed our new solutions are well prepared for the new one-way PET containers."

Mr. Kärjes has also hired a third party company to maintain the backroom equipment and ensure that the return area receives the proper daily attention.
